रैली में आदमी

कैमरे चमक रहे थे
लिहाफे में छिपे आदमियों के हाथ

सुनो तो क्या कहती हैं ये पागल नदियां

दहाये हुए देस का दर्द- ६७
नेपाल स्थित हिमालय से निकलकर बिहार में बहने वाली नदियां बौरा गयी हैं, पगला गयी हैं। ये चीख रही हैं, लेकिन उन्हें तो कोई सुन रहा है, कोई समझने की कोशिश कर रहा है। परिणाम यह है कि ये नदियां पागल हाथी की तरहअपने रास्ते छोड़कर रिहायशी इलाके में दाखिल होकर तांडव मचा रही हैं। हाल में ही अररिया, किशनगंज होकर बहने वाली महानंदा की सहायक नदी बकरा ने अररिया जिले के कुर्साकाटा प्रखंड में राह बदल लिया और पलक झपकते दर्जनों गांव को अपनी चपेट में ले लिया। यही हाल कनकई का भी है । दरअसल पूर्वोत्तर बिहार में कोसी और मेची के सामांतर कम-से-कम 20 छोटी और मध्यम लंबाई की नदियां बहती हैं । ये नदियां कभी बदनाम नहीं थीं , लेकिन नेपाल में जैसे-जैसे जंगल को खत्म किया जा रहा है, वैसे-वैसे ये नदियां खतरनाक होती जा रही हैं।गौरतलब है कि पिछले एक दशक से नेपाल में बड़े पैमाने पर जंगलों की वैध-अवैध कटाई हो रही है। माओवादी इंसर्जेंसी के दौर में इसकी शुरुआत हुई थी, जो अब पाराकाष्ठा पर पहुंच गयी है। जंगलों की सतत कटाई के कारण अब बड़ी तेजी से हिमालय की चट्टान कट-कटकर इन नदियों में समाहित हो रही है। इसके कारण तमाम नदियों में गाद की मात्रा में भारी वृद्धि हुई है। ये गाद नदियों के बेड को ऊंचा कर रही है, जिसके कारण नदियों का प्रवाह बुरी तरह प्रभावित हो रहा है और ये नदियाँ यत्र-तत्र अपने रास्ते से भटक रही हैं । (साल भर पहले मैंने पब्लिक एजेंडा पत्रिकामें इस पर विस्तृत रिपोर्ट लिखी थी, जिसे इस स्टोरी के नीचे लगा रहा हूं। ताकि सनद रहे।)
यही कारण है कि बकरा नदी ने कोशी का इतिहास दोहरा दिया है। कोशी की तरह बकरा ने भी अपनी मुख्य धारा को छोड़ पुराने मार्ग को अपना लिया है। अररिया के कुर्साकाटा और सिकटी प्रखंड की सीमा पर पीरगंज गांव केपास इस नदी ने कुर्साकाटा-सिकटी पथ को तोड़ बीते बुधवार को अपना रास्ता बदल लिया। परिणामस्वरूप दोनों प्रखंडों के लगभग एक दर्जन गांव का अस्तित्व संकट में है। पीरगंज गांव अब इतिहास बनने की ओर अग्रसर है।कटाव के कारण सिकटी प्रखंड का जिला मुख्यालय से सड़क संपर्क भंग हो गया है। बकरा के रास्ता बदल लेने के कारण हजारों एकड़ में लगी जूट धान की फसलें बरबाद हो चुकी हैं। नदी के रास्ता बदलने से सिकटी प्रखंड केडैनिया, खुटहरा, तीरा खारदह, पड़रिया, पिपरा, नेमुआ, पोठिया, रामनगर, बेलबाड़ी, कुर्साकाटा प्रखंड के पीरगंज, मेघा, भूमपोखर तथा पलासी प्रखंड के धर्मगंज, भट्टाबाड़ी, जरिया खाड़ी, छपनिया, काचमोह, कोढ़ेली सहित तीनदर्जन गांवों में बाढ़ का पानी लगातार फैल रहा है। नये रास्ते की तलाश में बकरा का पानी किनारों को छोड़ कर अगल -बगल के खेतों से बहने लगा है।

करे कोई और भरे कोई


नेपाल स्थित हिमालय के जंगलों में वृक्षों की अंधाधुंध कटायी के कारण आने वाले समय में उत्तर बिहार और उत्तर प्रदेश की नदियां और भीषण शक्ल अख्तियार करेंगी। इसके कारण पर्यावरण असंतुलन के साथ-साथ भूकंप और भू-स्खलन के खतरे भी उत्पन्न होंगे। रंजीत की रिपोर्ट


रतवा, कनकई, बूढ़ी कनकई, मउराहां, बकरा, परमान, नूना, लोहंदरा, खुर्राधार, चेंगा, कौल, मेची, गेहूंमा, त्रिशुला, भूतही बलान, बछराजा, करेह, बंगरी, खिरोई, दुधौरा, बुढ़नद आदि-आदि । यह सूची बहुत लंबी है। आम आदमी की बात तो छोड़ें अगर देश के नदी विशेषज्ञों से भी पूछा जाये कि वे इन नामों से परिचित हैं, तो शायद उनमें से अधिकांश कोई जवाब न दे पाये। दरअसल, ये उत्तर बिहार में बहने वाली छोटी-छोटी नदियों के नाम हैं। नेपाल स्थित हिमालय की विभिन्न पर्वत-श़ृंखलाओं से निकलने वाली ये नदियां मुख्य तौर पर महानंदा, कोसी, कमला और गंडक की सहायक नदियां हैं। पांच वर्ष पहले तक इन नदियों से बाढ़ नहीं आती थी। लेकिन पिछले कुछ वर्षों से ये नदियां भी अपने-अपने तटबंधों को तोड़ रही हैं और उत्तर बिहार में कहर बरपा रही हैं। सबसे चिंताजनक बात तो यह कि बिहार के किशनगंज, कटिहार, पूर्णिया और अररिया जिले से होकर बहने वाली कनकई, रतवा, बकरा, परमान, नूना और मउराहां जैसी भोली-भाली नदियों ने इस बार रौद्र रूप धारण कर लिया है। इसके परिणामरूवरूप सामान्यतया बाढ़ की विभीषिका से मुक्त रहने वाले इलाके भी इस बार भीषण बाढ़ की चपेट में हैं। स्थानीय लोगों को समझ में नहीं आ रहा कि आखिर माजरा क्या है। नदियों के बदले रूप को लेकर वे अचंभित हैं और पूछते फिर रहे हैं कि कल तक दोस्त रहने वाली नदियां अचानक दुश्मन क्यों बन बैठी हैं?
भले ही राज्य और केंद्र की सरकारें इस सवाल पर मौन हो, लेकिन इसका जबाव ढ़ूंढना उतना मुश्किल नहीं है। दरअसल, ये हिमालय के बिगड़ते पर्यावरण का नतीजा है। सबसे हैरत की बात तो यह कि यह कोई प्राकृतिक घटना नहीं, बल्कि मानव निर्मित आपदा है। विस्तृत खोजबीन और अध्ययन से पता चलता है कि पिछले कुछ वर्षों में नेपाल स्थित हिमालय के जंगलों में हो रही वृक्षों की अंधाधुंध कटायी इसकी सबसे बड़ी वजहहै। वृक्षों की कटायी के कारण हिमालय में भू-अपरदन बढ़ रहा है जिसके परिणामस्वरूप उत्तर बिहार की नदियों में गादों की मात्रा में आशातीत वृद्धि हो रही है। इससे नदियों की गहराई तेजी से घट रही है और पानी वहन करने की उनकी क्षमताएं दिनोंदिन कम होती जा रही हैं। कुछ वर्ष पहले तक जो नदियां महीनों की बारिश से भी नहीं उफनती थीं आज हिमालय में होने वाली महज दो दिन की तेज बारिश से ही तटबंधों को तोड़ दे रही हैं। गौरतलब है कि इस बार बिहार में तटबंध टूटने का नया इतिहास रच गया है। इस बार कोसी और गंडक को छोड़कर बिहार की लगभग हर नदियों के तटबंध एक से ज्यादा जगहों पर टूट गये हैं।
वैसे बढ़ते तापमान के कारण हिमालय के हिमनद (ग्लैशियर) और उसके पर्यावरण व पारिस्थितिकी पर मंडरा रहे खतरे को लेकर पहले भी चिंता प्रकट की है। चीन के राष्ट्रीय मौसम विभाग के प्रमुख और अंतरराष्ट्रीय ख्याति के मौसम वैज्ञानिक झेन गुओगुमांग ने दो साल पहले एक अनुसंधान के हवाले से कहा था कि बढ़ते तापमान के कारण हिमालय के ग्लैशियर तेजी से पिघल रहे हैं। इसके कारण हिमालय से निकलकर भारत में बहने वाली नदियों में पहले बाढ़ आयेगी और बाद में ये नदियां सूख जायेंगी। लेकिन हिमालय के जंगलों की कटायी और उसके परिणामस्वरूप उत्पन्न होने वाले पर्यावरण और पारिस्थितिकी के संकट की ओर अभी तक ज्यादा ध्यान नहीं दिया गया है, जबकि रिकार्ड बताते हैं कि नेपाल स्थित हिमालय के जंगल हर दिन सिकुड़ रहे हैं। नेपाल सरकार के वन विभाग से मिली सूचना के मुताबिक, वहां जंगल का क्षेत्रफल 270 हेक्टेअर प्रतिदिन की दर से घट रहा है। पिछले 17 वर्षों में वहां जंगल के क्षेत्रफल में 11 लाख 81 हजार हेक्टेअर की कमी हुई है। पिछले चार-पांच वर्षों में जंगल के सफाये की दर में भारी वृद्धि हुई है और यह 2.5 फीसद प्रति वर्ष की रफ्तार से कम हो रहे हैं। वर्ष 2005 से 2007 की अवधि में वहां कुल 7 लाख हेक्टेअर जंगल को खत्म कर दिया गया। इस मसले पर नेपाल के वन विभाग के महानिदेशक कृष्ण चंद्र पौड़ाल ने कुछ समय पहले इस संवाददाता से कहा था, "हिमालय के जंगलों को अवैध तरीके से कब्जा किया जा रहा है और जंगलों में बस्तियां बसायी जा रही हैं। जंगलों पर माफियाओं का कब्जा बढ़ता जा रहा है। वृक्षों की अंधाधुंध कटायी हो रही है और इसे देश-विदेश के बाजारों में बेचा जा रहा है।'
गौरतलब है कि माओवादियों के विद्रोह के दौरान नेपाल के जंगलों से वन विभाग के कार्यालय हटा लिये गये थे। उन दिनों कुल 74 जिला वन कार्यालयों में से 40 को माओवादियों ने ध्वस्त कर दिया था और जंगल के अधिकांश हिस्से सरकार के नियंत्रण से बाहर चले गयेथे। इसके बाद तो नेपाली जंगलों पर सशस्त्र गिरोहों का कब्जा हो गया, जो आज भी जारी है। रौताहाट, कैलाली,बांके, नवलपरासी, कंचनपुर, चुरू, सिरहा, बारा, सप्तरी, मोरंग और सुनसरी जैसे जिले के जंगलों के अधिकांश हिस्से आज भी सरकारी नियंत्रण से बाहर है। पूर्वी नेपाल के एक जिले के वन अधिकारी ने तो यहां तक कहा कि सुनसरी, सप्तरी, मोरंग, कंचनपुर और नवलपरासी, चुरू और दादेलधुरा के 75 प्रतिशत जंगल साफ हो गये हैं। उक्त वन अधिकारी कहते हैं, "नेपाल की लकड़ियां तिब्बत, भूटान, बिहार, उत्तर प्रदेश से लेकर चीन के शहरों तक पहुंच रही हैं। तिब्बत में बनने वाले लगभग हर घर में नेपाल की लकड़ी लग रही है।'
नेपाल में जंगलों की स्थिति किस कदर दयनीय हो गयी है, इसका अंदाजा इस तथ्य से लगाया जा सकता है कि पिछले दिनों वहां वन विभाग के एक विशेषज्ञ दल ने सरकार को सुझाव दिया कि जंगल संरक्षण लिए प्रस्तावित संविधान में प्रावधान किए जाये। दल ने कहा कि सांवैधानिक प्रावधानों द्वारा यह सुनिश्चित हो कि देश के 40 प्रतिशत हिस्से में हमेशा जंगल मौजूद रहे। पिछली मई में रौताहाट के जंगलों में वृक्षों की अंधाधुंध कटायी की जांच नेपाल के तत्कालीन वन मंत्री मात्रिका प्रसाद यादव ने खुद की थी, लेकिन भारी राजनीतिक दबाव के कारण वह कोई कार्रवाई नहीं कर सके। स्थिति यह है कि जंगल माफियाओं को कमोबेश सभी राजनीतिक पार्टियों का समर्थन हासिल है। इस मुद्दे पर फेडरेशन ऑफ कम्युनिटी फारेस्ट यूजरर्स ग्रुप, नेपाल (एफओसीएफजी) के कार्यकारी निदेशक घनश्यमाम पांडेय कहते हैं, "राजनीतिक पार्टियां जंगली जमीन अपने-अपने समर्थकों को खुलेआम बांट रही है। पिछली माओवादी सरकार ने हजारों एकड़ जंगल की जमीन अपने समर्थकों के बीच बांट दी। इससे पहले सन्‌ 2000 में भी तत्कालीन सरकार ने हजारों एकड़ जंगली जमीन अपने समर्थकों को बांटी थी। अब तो यह एक परंपरा-सी हो गयी है कि वोट लेना है, तो जंगल की जमीन का इस्तेमाल करो।'
उल्लेखनीय है कि नेपाल के जंगल, उत्तर बिहार और उत्तर प्रदेश से होकर बहने वाली दर्जनों छोटी-बड़ी नदियों का जल-संग्रहण क्षेत्र हैं। जल-संग्रहण के इन इलाकों से जैसे-जैसे वृक्ष खत्म हो रहे हैं वैसे-वैसे भू-अपरदन की रफ्तार तेज हो रही है। वैसे भी मध्य हिमालय की चट्टान काफी कमजोर और भूरभुरी मिट्टियों वाली है और इसका दक्षिण की ओर तीखा ढलान है। इसका परिणाम यह होता है कि हिमालय की पर्वत श़ृंखलाओं से अपरदित होने वाले खरबों टन बालू, कंकड़, चट्टान, मिट्टी और कीचड़ सीधे-सीधे उत्तर बिहार और उत्तर प्रदेश की नदियों में गिर रहे हैं और नदी की गहराई को कम करते जा रहे हैं।
हालांकि हाल के वर्षों में किसी भी सरकारी या गैर-सरकारी संस्था ने इन नदियों में गादों की बढ़ती दर पर कोई विस्तृत शोध नहीं किया है, लेकिन कई भूगर्भशास्त्रियों और अभियंताओं का मानना है कि इसमें अभूतपूर्व वृद्धि हो रही है। नेपाल के पूर्व जल संसाधन मंत्री और "नेपाल वाटर कंजरवेशन फाउंडेशन' के अध्यक्ष और नामी अभियंता दीपक ग्यावली कहते हैं, "सिर्फ कोसी नदी में प्रति वर्ष लगभग एक हजार लाख घनमीटर गाद जमा हो रही है और हर वर्ष इसकी मात्रा में बढ़ रही है। इसके कारण नदी का तल आसपास के धरातल से औसतन पांच फीट ऊंचा हो गया है।' गौरतलब है कि सन्‌ 1982 में एमएस कृष्णन ने कोसी की गाद पर एक अध्ययन किया था और पाया था कि इसमें प्रति वर्ष 100 लाख घनमीटर गाद जमा हो रही है। इसका अर्थ यह हुआ कि पिछले 26-27 वर्षों में इसमें दस गुना की वृद्धि हुई है। हाल में ही हिमालय से निकलने वाली नदियों की गाद पर आइआइटी कानपुर के भू-विज्ञान विभाग ने एक अनुसंधान किया है। इसके मुताबिक बढ़ती गादों के कारण गंगा नदी दुनिया की सबसे ज्यादा गाद ढोने वाली नदी बनती जा रही है। इसमें प्रति वर्ष 7 हजार 490 लाख टन गाद जमा हो रही है। इसके कारण गंगा की गहराई कम हो रही है और चौड़ाई बढ़ रही है। जाहिर बात है कि गंगा में ये गाद उसकी सहायक नदियों द्वारा ही पहुंच रही हैं। उल्लेखनीय है कि पिछले कुछ वर्षों में बिहार के मोकाम से लेकर भागलपुर के बीच गंगा के व्यवहार में एक बदलाव देखा जा रहा है। इस पट्टी में गंगा की चौड़ाई लगातार बढ़ रही है और उसके नये-नये प्रवाह-मार्ग विकसित हो रहे हैं। पिछले साल ही इसके कारण खगड़िया और नौगछिया और भागलपुर के पास सैकड़ों गांव नदी में विलीन हो गये थे।
ऐसा नहीं है कि गाद की बढ़ती मात्रा के कारण सिर्फ बाढ़ का ही खतरा है, बल्कि इससे आने वाले समय में भयानक भ-ूगर्भीय और तापमान वृद्धि के खतरे भी उत्पन्न हो सकते हैं। कई भू-गर्भ वैज्ञानिकों का मानना है कि अत्याधिक गाद आने के कारण गंगा के मैदानी इलाके में भू-स्खलन के खतरे उत्पन्न होंगे। स्थलाकृतियों में असंतुलन आयेगा जिससे भूकंप की संभावना बढ़ेगी। सबसे बड़ी बात यह कि हिमालय के सतत्‌ अपरदन के कारण नेपाल, भूटान, उत्तर भारत, तिब्बत और बांग्लादेश के मानसून पैटर्न भी बदल सकते हैं। इस मसले पर रांची विश्वविद्यालय के भूगर्भ शास्त्री नीतीश प्रियदर्शी कहते हैं,"हिमालय के भूगोल और पारिस्थितिकी के बदलाव का असर बहुत व्यापक होगा। इसके कारण बाढ़ से लेकर भू-कंप तक आ सकते हैं और पूरे इलाके भौगोलिक तौर पर अस्थिर हो सकता है।'
यह जानकर आश्चर्य होता है कि जब पूरी दुनिया पर्यावरण असंतुलन और तापमान वृद्धि के खतरे से निपटने के लिए जंगल संरक्षण और वृक्षारोपण अभियान पर जोर दे रही है, तो नेपाल में जंगलों की कटायी चरम पर है। इससे भी हैरत की बात यह कि अभी तक भारत समेत विश्व समुदाय का ध्यान इस ओर नहीं गया है।

' दूरगामी खतरे ज्यादा भीषण होंगे
'

रांची विश्वविद्यालय के भूगर्भ वैज्ञानिक नीतीश प्रियदर्शी ने भू-अपरदन, सेडिमेंटेशन (गादीकरण) और पर्यावरण के विषय पर काफी अनुसंधान किया है। हिमालय में जंगलों की कटायी, सेडिमेंटेशन और भू-अपरदन की समस्या पर "द पब्लिक एजेंडा' के लिए रंजीत ने उनसे लंबी बातचीत की। प्रस्तुत है उसके मुख्य अंशः


सवालः
नेपाल स्थित हिमालय में जंगलों की कटायी, उससे होने वाले भू-अपरदन और हिमालय से निकलने वाली नदियों का आपस में क्या रिश्ता है ?

जवाब- बहुत घनिष्ठ रिश्ता है। लगभग दो करोड़ वर्ष पहले भारतीय भू-खंड और एशियाई भू-खंड के बीच भीषण टक्कर हुई थी जिससे हिमालय पर्वत का निर्माण हुआ। कालांतर में हिमालय की ऊंचाई बढ़ती गयी और इसका ढलान दक्षिण की ओर हो गया, जिससे उत्तर भारत में कई नदियां उत्पन्न हुईं। हिमालय इन नदियों का जल-संग्रहण क्षेत्र है, इसलिए यहां भू-अपरदन और सेडिमेंटेशन का खतरा हमेशा बना रहता है। जंगल के पेड़-पौधे-घास भू-अपरदन को रोकने में मदद करते हैं। यह वैज्ञानिक तौर पर स्थापित तथ्य है। जैसे-जैसे जंगल कम होते जायेंगे वैसे-वैसे नदियों में सेडिमेंट (गाद) की मात्रा बढ़ती जायेगी। इसके कारण नदियां अपने मार्ग बदलेंगी और भीषण बाढ़ लायेंगी। बाढ़ तो तात्कालिक खतरे हैं, इसके दूरगामी खतरे ज्यादा भीषण होंगे। भौगोलिक और भू-गर्भीय संकट भी उत्पन्न हो सकते हैं। इसके अलावा इस इलाके के पर्यावरण और पारिस्थितिकी में असंतुलन की स्थिति उत्पन्न हो सकती है।
सवाल- यह पर्यावरण, पारिस्थितिकी और भू-गर्भीय संरचना को कैसे प्रभावित कर सकता है ?
जवाब- हिमालय उत्तर भारत, नेपाल, भूटान, बांग्लादेश और तिब्बत के मानसून और जल चक्र को सीधे नियंत्रित करता है। अगर जंगलों की कटायी होगी तो ये चक्र बाधित होंगे। परिणामस्वरूप इन इलाके का तापमान बढ़ेगा, हिमालय के ग्लैशियर पिघलेंगे और पर्यावरण एवं पारिस्थितिकी नकारात्मक रूप से प्रभावित होंगे। सेडिमेंटशन के भार के कारण भू-गर्भीय संरचना पर असर पड़ता है। अब तो यह बात साबित हो चुकी है कि भारी सेडिमेंटेेशन के कारण भूकंप भी आ सकते हैं। भू-स्खलन की बात तो प्रमाणित हो चुकी है।
सवाल- सेडिमेंटेशन से भूकंप और भू-स्खलन ?
जवाब : भूगर्भ विज्ञान के नवीनतम अनुसंधान बताते हैं कि भारी सेडिमेंटेशन भूकंप की एक वजह हो सकती है क्योंकि यह पृथ्वी की अंदरूनी संरचना पर अतिरिक्त और असंतुलित दबाव पैदा करता है, जिसके लिए पृथ्वी तैयार नहीं होती। पृथ्वी की अंदरूनी संरचना में आने वाला कोई भी विचलन, भूकंप का कारण बन जाता है। जहां तक भू-स्खलन की बात है तो भू-अपरदन और सेडिमेंटेशन के कारण पृथ्वी पर पहले से मौजूद दरार (फॉल्ट) की चौड़ाई बढ़ती हैऔर अत्याधिक दबाब में आकर भू-खंड टूटकर अलग हो जाते हैं। सभी जानते हैं कि गंगा के मैदानी इलाके में कई दरार मौजूद हैं। हाल में ही नेपाल-किशनगंज की सीमा पर एक नदी में विशाल भू-खंड टूटकर गिर पड़ा जिसके कारण इलाके के कई गांव डूब गये।
सवाल- इससे कैसे निबटा जा सकता है ?
जवाब- जंगलों की कटायी तत्काल बंद करनी होगी और वृक्षारोपण अभियान चलाना होगा। कार्बनडाइआक्साइड गैस के उत्सर्जन में कमी लाकर हिमालय के ग्लैशियर को बचाय जा सकता है। हिमालय की पारिस्थितिकी और पर्यावरण के संरक्षण के लिए भारत और नेपाल को तत्काल संयुक्त कदम उठाना चाहिए।

बागमती और ब्यूरोक्रेसी के बीच

Rampur Kanth, with only 90 families, was a small village located on the right bank of the Bagmati in Bairgania block of Sitamarhi district of Bihar in early1970s. In order to protect some areas against flooding, the Bagmati was embanked in then in its upper reaches and the village got trapped within two embankments of the river and had to be relocated in the protected countryside of the eastern embankment of the river.

The village has 259 families according to the census report (2001) with a population of 1,009. Reorganisation of blocks brought Rampur Kanth into the Suppi block of the same district. Relocation meant that any displaced family would get a small plot of land for building a house and a shifting allowance of Rs 300 per family for the kind of houses that Rampur Kanth used to have. No help was given by the state to build the houses.

The displaced persons were also entitled for some common land for roads, schools etc and a hand pump for drinking water. All its agricultural land was located within the embankments which the oustees were supposed to till and continues to be at the mercy of the river. The village is now located on the left bank of the river and all the families are crammed in a plot of 16.86 acres. It took about 3-4 years to get the favour of allocation of land and the displaced people had to spend their time living on the under construction embankment for the interim period.

Part land of the village was lost to the alignment of the embankment, rehabilitation site and the remaining portion was consigned to the river flowing within the embankments which started gnawing it slowly and that opened the doors for the youth of the village to seek employment in greener pastures of Punjab and Delhi as the local employment came to standstill. At the moment, all the working hands of the village have migrated elsewhere in search of employment.

The river came very close to the embankment in July 2007 and only a sand wall in the shape of embankment separated the Rampur Kanth from the river. This sent shock waves to the residents of the Rampur Kanth rehabilitation site as the embankment could slump down any moment and the village would get washed away. On July 29, the residents of the village informed the chief minister, minister for water resources and the flood control room about the impending disaster and repeated their request to the collector of the district on the July 31 for immediate action and copied the message to all other concerned officials and ministers.

Only ADM of the district responded and wrote to the divisional executive engineer to save the people and report back to him of the action taken. Obviously, no action was taken and the embankment gave way at 2100 hrs on the August 18, 2007, exactly one year before the infamous breach of the Kosi embankment at Kusaha in 2008.

Most of the houses were swept away and almost all the residents of the village had to shift to the remaining portion of the embankment in makeshift hutments made of bamboo, leaves, straw, polythene sheets etc.

The collector visited the site on August 20 and issued some instructions to the concerned officials who were now busy digging earth from the heel and toe of the embankment and trying to plug the breach. Thinking that the exercise was a futile attempt to plug the breach, the villagers wrote to the chief minister and the concerned officials for help with no response from anywhere.

Those camping on the embankment did not know till then that the river has not only swept away their dwellings but has also converted their rehabilitation site into a ditch over which no construction was possible unless the ditch was filled up with earth that was nowhere in sight as floodwater was everywhere. They approached engineers and other officials on September 7 again for help but by this time the officials had got used to listening to such woes.

The situations had changed with the outset of winter and so did the charter of demands by the victims of the breach. They had then realised that the breach had debased 134 families and converted their housing sites into a ditch. They wanted the ditch to be filled, compensation for the loss of property, monitory help for building houses and action against the guilty officials under law of the land and their suspension. It is reported that grant for constructing houses for 134 families reached Sitamarhi but the mukhia of the village started demanding Rs 5,000 per family as bribe so that the grant could be advanced to the victims.

The villagers refused to pay him and he modified the beneficiary's list to 185 to include his men in it. The government smelt a rat in the proceedings and withdrew the grant. The flood victims wrote to the CM, minister for disaster management, commissioner, and the district collector of Sitamarhi to do something for them. That was December 15, 2008 and over a year had passed since the breach had occurred.

This prayer induced the administration to ensure that the eroded land is filled with earth to facilitate house building. The contractor, however, did not find the job rewarding and left it half done although he turned the remaining portion of land up side down. The site remains unfit for house construction and all the 134 residents are still camping on the embankment in their huts.

The state government is raising, strengthening and extending the Bagmati embankments at an estimated cost of Rs 792 crore and this work is reflected all over from Dheng to Runni Saidpur and beyond except Rampur Kanth where no work has been done because the people are camping over there and refuse to shift elsewhere unless their demands are met. They are still demanding filling of their land and some grant to build their houses. The government also might be willing but the apathy of officials prevents any action on the ground.

Says Arun Kumar of the village, "We tried to contact some NGOs also and one of them was willing to help us with building houses but needed the land where the houses were to be built and we showed the ditch that needed filling first and filling the land was not on the agenda of the NGO. The story ended there."

In the meanwhile, there was a janata darbar of the chief minister at Raghopur Bakhari village in Dumra block of Sitamarhi on January 24, 2009 and the residents of Rampur Kanth went there to give a representation to the CM. It is reported that the chief minister had assured these villagers that their problems would be solved soon. Yet, nothing happened and the villagers once again approached the collector of Sitamarhi on the February 2, 2010 requesting him, to complete the half done work of filling of the homestead land and that all the 134 families be given housing grants under Indira Awas Yojana to compensate for the losses incurred due to breach in the embankment in 2007.

That was the progress made after toil of over two and a half years' knocking at every door, from the local mukhia to prime minister of the country. They have come back to the same situation that the river had put them in on the night of August 18, 2007 braving rains, cold and heat waves ever since. Sand that blows with summer winds tests their patience and the government feels contended that the people are equipped to boldly face any problem, be it forthcoming rains or the chill winter for the past three years.

It also might be thinking that once 90 families were rehabilitated when the embankments were built in 1970s, there was no point in rehabilitating 134 families once again as that was going to be an endless process because the embankments would keep on breaching and such demands would keep coming in.

Rampur Kanth should not become an example for the others to make such demands and it might be trying to nip the bud in the beginning. It is worth noting that the Bagmati embankments have breached 43 times during 1997-2009 period according to official sources.

Had the flood victims known that the embankment might breach in future rendering them homeless with nobody to look after them, they would never have accepted rehabilitation. Had they known that the government knows only how to build the embankments but not to maintain them, they might not have accepted relocation.

They would also not have come to rehabilitation sites if they had known that all the concerned officials would shrug off their responsibility to the people once a calamity like the one of 2007 strikes them. They are scared that the river might sweep the remaining portion of the embankment anytime and there is none in the administration to take cognisance of the imminent danger they will be faced with.

Will someone listen to the woes of the people of Rampur Kanth?

कुछ तो शर्म करो, कोशी को वोट बैंक न बनाओ

यह जैविक सच है कि अगर आदमी जिंदा है, तो इसका मतलब है कि उसके अंदर दिल धड़क रहा है। शायद यह सिद्धांत राजनेताओं पर लागू नहीं होता। अगर लागू होता, तो त्रासदी पर भी राजनीति करते वक्त उनकी आंखें झुक जातीं। इन दिनों कोशी की त्रासदी पर बिहार में बेशर्म राजनीति हो रही है। बिहार के मुख्यमंत्री नीतीश कुमार (जिन्हें प्रगतिशील और वस्तुनिष्ठ राजनेता कहा जाता है) ने दो साल पहले गुजरात से आयी बाढ़-राहत की राशि लौटा दी है। नीतीश का कहना है कि गुजरात के मुख्यमंत्री नरेंद्र मोदी के उलाहने के कारण उन्होंने यह कदम उठाया। बकौल नीतीश,"नरेंद्र मोदी के उलाहने से कोशी के लोगों के स्वाभिमान को ठेस पहुंचा है, इसलिए वे यह राशि वापस कर रहे हैं।' अगर निरपेक्ष दृष्टि से देखें, तो नीतीश के बयान का एक-एक शब्द गलत है। कोशी क्षेत्र के स्थायी नागरिक होने के नाते मैं इस बात का दावा कर सकता हूं कि मोदी के बयान से कोशी के एक भी आदमी को न तो दुख पहुंचा है और न ही उस विवादास्पद विज्ञापन की इबारत को वे उलाहना मानते हैं, जिसमें गुजरात-बिहार और बाढ़ की बात की गयी थी। जहां तक बाढ़ की मदद-राशि लौटाने की बात है, तो यह इसलिए भी गलत है कि सरकारी राशि किसी मुख्यमंत्री की निजी मिल्कियत नहीं होती। मोदी ने अपने वेतन की राशि मदद में नहीं दी थी, वह गुजरात के आम लोगों का धन था और नीतीश द्वारा वापस की गयी राशि भी बिहार की जनता की है। इसलिए प्रकांतर से नीतीश के आचरण से गुजरात के लोगों को जरूर दुख पहुंचा होगा।
लेकिन नीतीश कुमार प्रकरण की गहराई में जाना ही नहीं चाहते। यह कहना भी उचित नहीं होगा कि वे प्रकरण को समझ नहीं रहे हैं। दरअसल, मामले को वे अनावश्यक रूप से राजनीतिक रंग दे रहे हैं। राजनीतिक मुहावरे में इसे वोट बैंक की राजनीति कहते हैं। नीतीश को लगता है कि रुपये लौटाने से कोशी के लोग उनकी सारी असफलता और टूटे वादे को भूल जायेंगे और भावुकता में आकर कहेंगे कि "देखो अपने मुख्यमंत्री को हम लोगों के मान-सम्मान-स्वाभिमान कि कितनी फिक्र है कि एक उलाहने पर उन्होंने उसके पैसे उसके मुंह पर मार दिये।' लेकिन यह नीतीश की राजनीतिक-सोच का दुर्भाग्य है कि कोशी के लोग न तो ऐसा कुछ सोच रहे हैं और न ही बोल रहे हैं। उल्टे वे इसे मददगारों की तौहीन मान रहे हैं। तभी तो सहरसा के कचहरी चौक पर एक युवक कह रहा था, "अलबत्त आदमी है जी, बाढ़ के साथ भी तीन तसिया खेलना चाहता है।' इसकी वजह यह है कि कोशी के भुक्तभोगियों को मालूम है कि बाढ़ के वक्त पूरे देश के लोगों ने उनकी जो मदद की थी, उसे सदियों तक याद रखा जायेगा। क्योंकि बाढ़ के वक्त देश के कोने-कोने के सामाजिक कार्यकर्ताओं, व्यवसायियों, डॉक्टरों, स्वयंसेवकों ने जी-जान हाथ में लेकर पीड़ितों की मदद की थी। एक पत्रकार के रूप में मैं जानता हूं कि शायद ही ऐसा कोई प्रखंड होगा, जहां गुजरात के अन्न, वस्त्र, पैसे आदि नहीं पहुंचे होंगे। यह बात अलग है कि उन दिनों राज्य की प्रशासनिक मशीनरी मदद-सामग्रियों के समुचित वितरण में भी असफल रही थी।
दरअसल, नीतीश कुमार ने मोदी पर हमला कर एक लाठी से दो सांप मारने की कोशिश की है। चूंकि आगामी महीने में राज्य में चुनाव होने वाले हैं, इसलिए उन्होंने ये स्वांग रचा। नीतीश के थिंक टैंक को लगता है कि नरेंद्र मोदी की आलोचना करते ही बिहार के सारे अल्पसंख्यक वोट उनकी ओर आ जायेंगे। और पैसा लौटाते ही कोशी के लोग त्रासदी को भूलकर जद यू की ओर दौड़ पड़ेंगे। लेकिन सच यह नहीं है। वैसे यह अलग बात है कि कोशी के लोग ऐतिहासिक कारणों से कांग्रेस और राजद से दूर जा चुके हैं और आगामी चुनाव में भी उनका समर्थन जदयू-भाजपा को ही मिलने वाला है। लेकिन उन्हें कोशी को वोट बैंक बनाने की कोशिश नागवार गुजरी है।

दो प्राचीन अनुभव

पुराने सामंतों ने अपने संतानों को सिखाया था
मारने और मारकर कोलर बचा लेने के गुर
कि शिकारी को
शिकार के साथ-साथ
हथियार-चयन की भी पूरी तमीज हो
कि सांड़ को आगे
और औरत को कमर के नीचे मारना चाहिए
बहुत बाद में कुछ शातिर किसानों ने अपने संतानों को बताया
कि "पड़रू'' की मौत के बाद
भैंस की उदासी को नहीं, उसके स्तन को देखना चाहिए
कि स्तन को सूखने से बचाने के लिए
सुबह-शाम भैंस को "चोंगरना'' चाहिए

ये दोनों मानव के अद्भुत अनुभव थे
जिन्हें कालांतर में सत्ता के शिकारियों ने अपने लिए आरक्षित करवा लिया
जब-जब लोग स्थिर होने लगते
साथ-साथ खाने-पीने, उठने-बैठने लगते
अपने बारे में सोचने लगते
वे समाज की कमर के नीचे वार कर देते
और ऐन चुनाव के मौके पर उसे "चोंगरने' लगते
कभी जाति के नाम पर, कभी धर्म के नाम पर
क्योंकि प्राचीन अनुभवों ने उन्हें सिखाया था
कि "जाति और धर्म''
समाज के गुप्तांगों की तरह हैं
जिन्हें किसी न्यायालय में उघारा नहीं जा सकता
क्योंकि "जाति'', न्याय से ज्यादा जरूरी चीज है !
बिल्कुल औरतों की इज्जत की तरह !

This challenge is not limited to inner circle of earth (Geology). Outer circles and topography of Earth are also volatile and we are unable to understand them. Changing Course of Kosi is a burning example of topographical volatility of Earth.

Eruption of Volcano in Iceland has given Scientist ample opportunity to unfold some of the mysteries of inner earth, that is why more than 100 Scientists are in Iceland,these days. The Icelandic eruption has given researchers the opportunity of a lifetime. Katharine Sanderson talks to scientists working around the clock to study the volcano and its effects.On the evening of 14 April, Gelsomina Pappalardo sent a rushed message to her colleagues across Europe, asking them to switch on their lasers and point them skywards. The volcano Eyjafjallajökull in Iceland had just erupted, and an unusual wind pattern was sending the ash cloud into Europe's crowded airspace. Pappalardo, who works at the Institute of Methodologies for Environmental Analysis outside Potenza, Italy, wanted to use the network of laser-based instruments, known as lidars, to measure the ash as it spread over the continent. It would be a chance for the lidar collaboration to shine.

Pappalardo, who coordinates the European Aerosol Research Lidar Network (EARLINET), wasn't the only scientist on high alert. As Eyjafjallajökull sullied the skies, dozens of researchers across Europe started scrambling to gather data. Atmospheric modellers, remote-sensing researchers, air-sampling experts, geologists and volcanologists are all taking advantage of this rare opportunity to measure a volcano in their own backyard.

Researchers in Iceland are probing the volcano's plumbing beneath the surface, whereas scientists farther afield are trying to assess the evolution of the ash cloud. All are hoping to fulfil their own scientific curiosity about a rare and dramatic phenomenon, but they must first answer to national governments and civil-aviation authorities, who are demanding data on the eruption as soon as possible to forecast potential problems. That means putting aside normal practices. Working virtually non-stop since the eruption, researchers are quickly gathering data and releasing them, instead of keeping the information to themselves until it is ready for publication.

"It's hard work for us," says Pappalardo, who has relied on the goodwill of her team to put in the extra hours for free to address government requests. "Since the 15th of April, I've been sleeping two or three hours a night, maximum."

Pappalardo is faced with a problem: her data are highly valued by aviation authorities and atmospheric modellers, who want them instantly. But the measurements are not useful until they are analysed, and that takes time. The data are normally used in long-term studies of clouds, Saharan dust and other atmospheric components that affect the climate.

"This is not a simple technique," she says. Pappalardo wants to ensure that the information she gives to others is accurate, so that forecasts made with those data are correct. So she stays up late, collating and analysing data from the 26 lidar stations across Europe, and then making the results available to aviation authorities. In the future, she says she would like governments to support the infrastructure for real-time monitoring and automated analysis. Faster access to such data would help atmospheric modellers improve their projections of ash concentrations at various altitudes. Aviation officials need that information when deciding whether to close airspaces (see Nature 464, 1253; 2010).

An eye on Eyjafjallajökull

Icelandic scientists are at the centre of the action and have been the busiest of all. For them, Eyjafjallajökull is more than just a recent air-traffic nuisance. "I've been keeping a close watch on this volcano for 18 years," says Freysteinn Sigmundsson, a volcanologist from the Institute of Earth Sciences at the University of Iceland in Reykjavík, who is interested in how Earth's crust deforms during seismic events.

The volcano has been seismically jumpy for the entire time that Sigmundsson has studied it. But the earthquake activity intensified in December 2009, and came to a head with a lava-spewing eruption on the volcano's flank on 20 March. The spike in seismic unrest led authorities to evacuate people from the volcano's immediate vicinity before its summit started shooting ash on 14 April.

This eruption seems to be similar to the volcano's previous one in 1821, which pulsed on and off for more than a year. Although the nineteenth-century pattern might indicate that the present eruption will be prolonged, the magmatic plumbing under Eyjafjallajökull is complicated says Sigmundsson, making predictions difficult. "There is no way of knowing how long this will last," he says. “There is no way of knowing how long this will last.”

Sigmundsson and his colleagues want to trace the magma conduits that feed the volcano. To do this, they track ground movement using Global Positioning System receivers around Iceland and satellite-borne radar interferometers, while seismic recordings provide information about underground structures. Such data are useful for the Icelandic Meteorological Office and the government, which must assess whether the volcanic activity is likely to increase.

Magnús Tumi Gudmundsson, head of the faculty of Earth sciences at the University of Iceland, is watching the eruption itself using a variety of means, including radar instruments that can see through the ash cloud into the crater. His research group is studying the composition and amount of ash and rock discharged from the volcano, as well as water generated from the melting of glacial ice on top of Eyjafjallajökull. These data can help to predict whether the volcano will produce ash or lava, as well as whether floods are likely.

Fire and water

The meltwater produced by the initial stages of the eruption had far-reaching consequences. Researchers suspect that the interaction between water and magma produced exceptionally fine-grained ash. Between 50% and 70% of the ash grains were less than 100 micrometres in diameter, and some were smaller than 10 micrometres, says Gudmundsson. Such minute particles stay airborne longer than heavy particles, and they can get into jet engines and then melt, causing damage. Because the eruption quickly melted all ice near the summit, the ash grew coarser after the first four days.

As they gather their data, Gudmundsson and his colleagues upload much of it to the university's website and send it to the Icelandic Meteorological Office. Gudmundsson says that 20 people from his institute are working "flat out" to monitor the volcano — putting aside regular research projects to do so. Eventually, Gudmundsson hopes to make geological sense of the data, and use them to investigate the magma chambers beneath the volcano and what controls the changes in magma behaviour, particularly when it interacts with water. At the moment all ideas are "highly speculative", he says. "I haven't had a chance to get a handle on changes that are happening."

While Pappalardo, Sigmundsson and Gudmunsson's teams rushed to measure the eruption, Urs Baltensperger just had to bide his time. Baltensperger runs an atmospheric chemistry lab at the Paul Scherrer Institute in Villigen, Switzerland, which has instruments atop Jungfraujoch, a 3,500-metre-high Swiss mountain. Once Baltensperger realized that the ash cloud was on its way, he knew that this was a data-collection opportunity too good to miss. "We just had nothing to do but sit back, relax and wait for the plume to arrive," he says.

Baltensperger's team, and his colleagues at Empa, the Swiss federal laboratories for materials science and technology, used filters and other instruments to determine the ash's mass concentration — the mass per volume of air. His group also measured how much light the ash cloud was blocking. From those two values, the researchers could calculate a parameter needed to turn lidar information into measures of how much ash is in the sky, of what type, and at what altitude. Such data complement the information provided to aviation authorities by Pappalardo's lidar network.

Baltensperger was happy to pass his results on to the Swiss aviation authority. But, like Pappalardo, he says that to monitor future eruptions properly, real-time analysis and an automated data-transmission system are required.

Nature Methods

The eruption and the crisis it created in Europe are uniting researchers in unusual ways. Thor Thordarsson, a volcanologist from the University of Edinburgh, UK, who was in Iceland when the eruption began, says that because the ash blew over northern Europe, with its dense research network, it presents a unique opportunity to reconstruct the entire eruption and work out what happened within the volcano. But, as he told a group of UK-based scientists in Oxford at the end of April, "It can only work if everyone works together."

Sigmundsson has taken a strategic approach to the release of data. His group posts updates on the seismicity, meltwater and the nature of the plume, such as its height, colour and heading. But it doesn't put up raw information. "We are expecting other scientists to allow us time to fully analyse those data for scientific publications," he says.

Pappalardo says she hopes that her team's efforts to get lidar data out to the people who need them will bring something in return. The EARLINET lidar network has been running for a decade, at times on a completely voluntary basis. In a brief break from her work, she says the eruption might help to secure long-term funding for the network. "Now everybody wants to have these data."
